Labor-HHS-Education Appropriations

November 19, 2007

On November 15, the House was unable to override President Bush's November 13 veto of the Labor-HHS-Education Appropriations bill. He has stated that he objected to the funding levels, which are $9.8 billion more than he proposed.

The vote was 277 to 141, which was two votes short of the two-thirds majority needed for an override.

Some analysts report that a new version will most likely be included in an omnibus appropriations measure. Whatever the next steps are, NETWORK will continue our work for adequate funding for vital human needs programs.

Shortly after the president's veto, Congressional Quarterly quoted Senator Edward Kennedy (D-MA) as saying, “This morning the president signed a Defense appropriations bill that includes a 10 percent increase in funding compared to last year. But he vetoed a bill that includes an increase half that big that would fund cancer research, investments in our schools, job training, and protections for our workers.”

This chart, provided by the House Appropriations Committee, outlines the impact of both the Bush administration and the conference report on programs designed to alleviate poverty and promote healthy families and communities.
