Giovana Oaxaca

Senior Government Relations Advocate

Giovana Oaxaca is NETWORK’s Senior Government Relations Advocate for immigration. In this role, she champions humane and just immigration policies at the federal level. With deep experience in Catholic, interfaith, and secular coalitions, she brings a collaborative spirit to her work with impacted individuals, faith communities, and policymakers.

Previously, Giovana was the Program Director for Migration Policy at the Evangelical Lutheran Church in America (ELCA). Here she led national strategies and mobilized hundreds of congregations through the church’s Accompanying Migrants with the Protection, Advocacy, Representation and Opportunities (AMMPARO) initiative. Her leadership extended across borders as she worked on shared human rights priorities with international partners throughout the Americas.

She currently co-chairs the Interfaith Immigration Coalition, a network with more than 56 national faith-based organizations and has served on the board of the National Farm Worker Ministry.

Giovana sharpened her immigration advocacy skills as a former Government Relations Associate at NETWORK, where she worked to defend the Deferred Action for Childhood Arrivals (DACA) program. She holds a B.A. in Politics and Government and a B.A. in Economics from Pacific University in Forest Grove, Oregon and is a fluent Spanish speaker.
