Making Repair a Reality: How an H.R.40-style Commission is Vital to the Build Anew Agenda

***An online event*** H.R. 40 would establish a commission to study the impact of 400+ years of racist policies, laws, and practices that have deprived Black Americans fair access and equal treatment in our country’s economic, political, social, and cultural life. Reparations would make repair a reality. As NETWORK Executive Director Mary Novak states, “Creating a federal reparations commission is a central way that we name, understand and address our past and build anew.”

Each year since 1989, H.R. 40 has been introduced in the House. In 2021, for the first time, it passed out of committee for a full vote. While it has almost all of the votes needed to pass the full House, support in the Senate is low. NETWORK, and our partners who have been working in this space for decades, are now calling on President Biden to create an H.R. 40-like commission through an executive order.
